Blacktown is one of Australia’s fastest growing cities, with significant housing and employment growth planned over the coming decades. As the city evolves, transport decisions play a critical role in shaping how people move, access services and experience places across the local government area. Blacktown City Council recognised the need for a clear strategic framework to guide how the transport system should respond to this growth and support a more connected, accessible and liveable city.

Crossley Transport Planning was engaged to develop a Strategic Transport Framework to guide long-term transport decision-making across the city. The project examined how population growth, land use change and evolving travel patterns will influence the transport network, and how infrastructure, policy and investment decisions can work together to support the city’s future.

The work combined strategic planning analysis, policy review and transport system assessment to establish a clear set of principles, outcomes and measures to guide transport planning across Blacktown. The framework connects high-level city objectives with practical decision-making tools, enabling Council to evaluate future projects, prioritise investment and align transport planning with broader city-shaping goals.

The result is a clear and adaptable framework that supports evidence-based decision-making and helps ensure transport investment contributes to a more accessible, sustainable and people-focused city as Blacktown continues to grow.
