Wagga Wagga’s CBD is the civic, commercial and cultural heart of the Riverina region. As the city grows toward a population of 100,000, demand for access, circulation and parking in the city centre will continue to increase. Understanding how people move to, from and within the CBD is therefore critical to supporting future growth, maintaining accessibility and ensuring the city centre continues to function effectively as a regional destination.

Crossley Transport Planning was engaged by Wagga Wagga City Council to develop a comprehensive evidence base describing how parking, traffic circulation and access currently operate across the CBD. The study examined the full kerbside network and 31 publicly accessible off-street car parks, combining field surveys, parking utilisation analysis and emerging datasets such as IoT vehicle movement data to understand how drivers navigate the city centre and how parking demand is distributed.

Building on this baseline, the study translated planned population growth and redevelopment identified in the Local Housing Strategy into future traffic and parking demand scenarios. This allowed Council to understand how the CBD transport system may perform as the city grows, and where targeted interventions could improve efficiency and accessibility.

The resulting study provides Council with a clear evidence base and practical recommendations to guide future decision-making. It identifies opportunities to improve parking management, wayfinding and circulation while supporting broader planning objectives for a vibrant and accessible city centre as Wagga Wagga evolves toward 2041.
